In the classic sense very few people are sexual perverts. The only real sexually dangerous people are ones who have severe emotional problems anyway. These are people who would want to hurt someone physically or emotionally in a malicious fashion.
This is not to be confused with the playful world of fantasies. People will often time to time go to great lengths to recreate sado-masochistic or unusual sexual behaviors. But these particular people and events are simulated and occur between mutually consenting adults who have had time to prepare for what they are engaging in.
Somewhere along the line in our culture we let someone sell us the notion that we are not innately sexual creatures. That thoughts of sex will unerringly lead to personal debauchery and that the only people who masturbate are the most depraved villains of society.
Obviously this is not the case. Young boys and girls on up to fully mature men and women are sexual beings as much as they are human beings. Certainly there are urges that we all must feel and cope with on a daily basis.
Sometimes a person needs to masturbate a couple of times a day and other times they may go for months without even considering the notion.
The important thing to remember is to try to conquer our personal feelings of shame. To remain grounded we must remember our place in society but we must not replace our sexual appetites with unhealthy repression. Repression only prevents us from better understanding ourselves and often instigates unhealthy social behaviors.
Masturbation and orgasm don't always have to go hand in hand. The Masters and Johnson survey of the last century showed that often women feel too much pressure to achieve an orgasmic state. So if you're not able to have one, take the pressure off yourself and relax. Stressing out doesn't help anything or anyone except for expediting the coroner to your door.
How you choose to approach and handle your orgasms is solely determined by you. I suggest exploring and understanding your own needs in a safe and secure environment.
